Interactive Dialogue with the Special Rapporteur on Cambodia

Mr. President / Madam Special Rapporteur

We thank the Special Rapporteur for her work and insightful findings regarding the human rights situation in Cambodia.

The Netherlands welcomes the approval of the Cambodian Sustainable Development Goals Framework. We underline the Special Rapporteurs call for a Human Rights led approach in the implementation of the framework and the necessity of adequate accountability mechanisms.

We urge Cambodia to strengthen the political and civil society space and to allow for an open and inclusive public debate, in which all voices are heard and with full respect for the rights to freedom of expression, peaceful assembly and association. Hereby, it is important that the Government enacts a general non-discrimination and equality law applicable to both the public and private sector.

We would like to stress that Cambodia should guarantee the right to freedom of expression and fully uphold the standards for online and offline media freedom. Social media networks must be able to carry out their work without government surveillance restrictions.

Furthermore, we are concerned about the widespread occurrence of gender-based violence. We recommend Cambodia to adopt legal protection mechanisms against gender-based violence as recommended in the SR’s rapport.
